David Westendorff founded and manages urbanchina partners, the first consulting firm in China established to assist policy makers, local authorities, and emerging civil society organizations expand notions and practices of participatory planning. Prior to returning to China in 2001, he spent a decade at United Nations Research Institute for Social Development coordinating international research projects on urban governance and indicators and data for monitoring social development.
